A. Gift certificates over 50,000 won, cash refund rate increased to 95

for cash refunds of expired gift certificates, different percentages are applied depending on the amount.

for gift certificates over $50,000, the refund rate has been increased by 5 percentage points from 90% to **95%**. the refund fee for gift certificates over KRW 50,000 is lowered from 10% to 5% in recognition of the fact that it is relatively difficult for consumers to redeem these high-dollar gift certificates in full within the expiration date.

on the other hand, the cash refund rate for gift certificates of $50,000 or less (mainly those offering specific items such as coffee, chicken, etc.) will remain the same at 90%, recognizing that they are more likely to be consumed within the expiration date. this is to encourage the immediate redemption of the vouchers to stimulate consumption in the voucher market.

B. Option for a full refund of gift certificates: 100% new credit/points refund

if a consumer wishes to receive a full refund of their GIFTICON, they can choose to receive the refund in the form of 'credits or points'. regardless of whether the amount is over or under $50,000, if they choose the credits or miles option, they will receive **100%** of the gift certificate balance back with no fees.

this rule is the result of striking a policy balance that provides tangible benefits to consumers, while taking into account the operating environment of platform operators. consumers get to keep the full amount without losing any money operators benefit from not having to issue cash refunds, and the money saved can be reused within their platforms and converted into future revenue. this is an effective system that protects against cash outflows from refunds and drives revenue conversion in the platform ecosystem.

A. Members can cancel and non-members can refund unused balances

in the past, some operators operated rules that denied refunds or unilaterally canceled remaining points for non-members or non-member purchasers who withdrew or lost their membership status.

mobile gift certificates, by their very nature, often have different buyers and users. previously, some operators prohibited the transfer of gift certificates without a specific reason, or had clauses restricting the use and refund of gift certificates (gifted to others).

the revised regulations allow the transfer of gift certificates in principle, as long as it is not for illegal purposes such as money laundering, and clarify that gifted giftcertificates are entitled to the same refund rights as the original purchaser.

C. Clarifying the refund claim period and guaranteeing the right to withdraw the subscription

we have also clarified the timeframe for protecting consumer refund rights. the refund claim period for unused gift certificates has been unified with the statute of limitations for commercial receivables, which is five years from the date of purchase or rechargeof the gift certificate. this prevents violations of consumers' rights by using the vague "date of issue" as the standard.

in addition, the right of withdrawalis clarified to ensure that if a consumer requests a refund within 7days of purchasing a gift certificate, they will receive a fullrefund without any fees. unreasonable rules that imposed fees even within 7 days of the charge or waived them only within 3 days have been corrected.

IV. Practical guide: Checklist and precautions before applying for a refund

B. Notes on refunding partially redeemed balances

when redeeming an in-kind gift certificate (e.g., a voucher for a specific brand of coffee), the balance remaining after redeeming the item may not be refundable.20 The refund policy basically applies to the unusedbalance of an unredeemed gift certificate or a monetary gift certificate, so be careful when redeeming an in-kind gift certificate.

C. Check when your business's terms are reflected

even though the KFTC has recommended the revised standard terms and conditions, there are differences in the timeframe for each business to reflect them in their own terms and conditions. some operators, such as online cultural gift certificates and Cultureland, plan to reflect the revised terms within the year, but others, such as Payco gift certificate refunds, smile gift refunds, and gift show refunds, have decided to reflect the revised terms within the first half of next year at the latest. 2 It is best to check the latest terms or announcements of the platform before applying for a refund.
